Organization Chart

Community Council

The Community Council is the highest policy-making body at Belgian Red Cross-Flanders, is chaired by the community president and sets overall policy. The Council is composed of democratically elected representatives of the volunteers and local Red Cross branches, chairmen of advisory bodies and the representatives of key stakeholders. This ensures that our organization's policies are co-determined by our volunteers.

The Community Council meets at least 4 times a year.

Boards of Directors

Within Belgian Red Cross-Flanders , there are two Boards of Directors: one for the blood service and one for Humanitarian Services. These Boards implement the policies and decisions of the Community Council. They are both chaired by the Community President.

Committees of the Boards of Directors

Three committees have been established within the Boards of Directors: the Audit Committee, the Finance Committee and the Remuneration Committee. These advisory committees are mandated to analyze specialized matters. This allows the Boards to make informed decisions and fulfill their supervisory role.

Audit Committee

The Audit Committee exercises oversight of the organization's risks and controls. It evaluates and makes recommendations for improvements in the areas of:

  • organization, procedures and systems
  • internal and external financial reporting
  • valuation rules
  • rules of conduct and possible conflicts of interest
  • risk analysis
  • systems and operation of internal and external controls

The Audit Committee meets at least 4 times a year.

The internal audit function is entrusted on the one hand to the BDO firm (conducted under the responsibility of Wim Verbelen, partner) and on the other hand to the Deloitte firm (conducted under the responsibility of Joris Bulens, manager).

The external audit (statutory audit) is entrusted to Groupe Audit and is carried out under the responsibility of Werner Claeys for Belgian Red Cross-Flanders, part of the Belgian Red Cross, as well as for the NPOs and the foundation.

Financial Committee

Belgian Red Cross-Flanders as a voluntary organization can count on the financial support of the government and private support from individuals and companies. Therefore, an efficient, responsible and transparent way of working is an important issue within our organization. The Financial Committee monitors this transparency and advises on:

  • treasury policy of the association
  • investment policy in real and movable assets
  • granting loans to entities
  • borrowing
  • budget and financial statements

The Finance Committee meets at least 4 times a year.

Remuneration Committee

The Remuneration Committee provides advice to the Boards and Community Council on:

  • the selection, appointment and reappointment of the members serving on these bodies (except the Advisory Committee, county and regional chairmen)
  • appointment of board members
  • remuneration policy and related performance policy for staff not subject to a collective bargaining agreement
  • expertise matrix of the Boards and determining the missing competencies from it

Executive Committees

There are two Executive Committees within Belgian Red Cross-Flanders: one for Humanitarian Services and one for the blood service. While the Board of Directors sets the organization's objectives, the Executive Committees are responsible for day-to-day and operational management. The Executive Committees are chaired by the Chief executive officer, CEO.
